Who’s Managing What? Understanding COI Oversight Within HRPP

Overview
Conflicts of interest in human research oversight aren’t just an administrative challenge—they are a defined regulatory requirement tied directly to participant protections and research integrity. This session explore the federal regulatory landscape that governs COI in human subjects research, including requirements under the PHS/NIH regulations, FDA financial disclosure rules, and expectations from OHRP for institutional policies that guard against bias.
Attendees will see the boundaries between IRB responsibilities and institutional COI programs, including investigator conflicts, reviewer/IRB member conflicts, and institutional-level conflicts involving equity, IP, or external partnerships. The session will highlight where HRPPs play a mandatory regulatory role, where their responsibilities intersect with central COI offices, and how coordinated systems and communication can prevent regulatory noncompliance and protect study integrity.
What Will You Learn?
- Explain the regulatory foundation for COI oversight in human subjects research, including PHS/NIH FCOI regulations, FDA financial disclosure requirements, and OHRP expectations for institutional conflict policies
- Differentiate between investigator, IRB member, and institutional-level conflicts, and analyze how each is addressed under the applicable regulations and HRPP responsibilities
- Assess strategies for HRPP-COI Office coordination, including integrated disclosure workflows, shared review triggers, and communication pathways that support compliant and holistic conflict management
