PRIM&R Announces PRIM&R Service Award

BOSTON – Public Responsibility in Medicine and Research (PRIM&R) today announced Mark Barnes, JD, LLM, as the winner of the 2023 PRIM&R Service Award for being an inspiring and influential leader in the research field.
During his 40-year career, Mr. Barnes has been an unparalleled leader in the areas of research misconduct, human and animal research oversight, health care law, conflict of interest, international research, and data privacy.
“The PRIM&R Service Award recognizes the many and varied ways that people can have a significant impact on the field. Mark Barnes has tirelessly worked to improve the integrity, safety, and rigor of global clinical trials while being dedicated to mentoring those around him,” said PRIM&R Executive Director Ivy R. Tillman, EdD, CCRC, CIP.
The service honored by the PRIM&R Service Award could be in teaching, mentorship, innovation, leadership, engagement, program improvement, or research. The intention of the award is to recognize the many and varied ways that people can have a significant impact on the field; awardees may be recognized for their long-time commitment or for one-time innovations and projects, whether early in their careers or after a lifetime of service.
“If during my career I have been able to benefit the national and international research enterprise, that has been entirely dependent on my many colleagues in IRBs and IACUCs, research institutions, hospitals, universities and government agencies, Ropes & Gray and the MRCT Center, as well as PRIM&R itself, which has provided the common forum in which all of us have collaborated for many years,” Mr. Barnes said.
Mr. Barnes is a partner in the Ropes & Gray LLP health care and life sciences practice based in Boston. Since the late 1990s, he has been actively involved with Department of Health and Human Services Secretary’s Advisory Committee on Human Subjects Protections (SACHRP), and previously, with the National Human Research Protections Advisory Committee (NHRPAC). Since 1989, he has taught health care law and the law of biomedical research at a number of law schools, including NYU, Harvard and Yale.
Since its inception in 2009, Mr. Barnes has served as Faculty Co-Director, along with Barbara E. Bierer, MD, of the Multi-Regional Clinical Trials Center of Brigham and Women’s Hospital and Harvard (MRCT Center), a collaborative research and policy center dedicated to improving the integrity, safety, and rigor of global clinical trials, by engaging diverse stakeholders to define emerging issues and to create and implement ethical, actionable, and practical solutions. Mr. Barnes and Dr. Bierer co-founded the MRCT Center.
The PRIM&R Service Award will be presented to Mr. Barnes on December 5 at the PRIM&R Annual Conference (PRIMR23) in Washington, D.C.
