Understanding the U.S. Department of War Research Requirements: Considerations, Oversight, and Approvals

Overview

Research conducted in collaboration with or supported by the Department of War (DoW) presents a distinct set of ethical, regulatory, and operational considerations for institutions, investigators, and research oversight professionals. These considerations are particularly pronounced when recruiting or enrolling DoW-affiliated personnel, where additional protections, approval requirements, and oversight structures may apply beyond standard federal human subjects regulations. This session explores how DoW-specific research requirements intersect with institutional responsibilities under the Common Rule, applicable federal regulations, and foundational ethical principles such as respect for persons, beneficence, and justice. Drawing on perspectives from DoW human research protection professionals, the discussion provides a practical overview of DoW oversight structures, review and approval pathways, and common compliance challenges encountered in DoW-supported research. Attendees will gain actionable insight into navigating DoW research review processes, coordinating effectively with DoW and institutional stakeholders, and facilitating efficient, compliant study approval without compromising protections for human subjects. The session is designed to support IRB members and staff, investigators, compliance professionals, and research administrators seeking to strengthen their understanding of DoW-related research requirements and apply best practices to real-world oversight scenarios.

What Will You Learn?

How to describe DoW specific regulatory framework, to include ethical and operational considerations when collaborating with, or receiving financial report from, the Department of War.
To explain the additional considerations for non-DoW investigators conducting human subjects research that includes recruitment of DoW affiliated personnel.
To understand the DoW portfolio and authorized operational activities and data collection activities that are excluded from the regulations that govern research with human subjects.
Apply practical strategies for navigating DoW-specific review and approval requirements (e.g., command approval, use of DoD personnel or facilities) and best practices for adhering to the DoW specific regulatory requirements.

CE Credit

Participants will receive a certificate of attendance that documents up to 1.5 continuing education credit hours for their attendance at this webinar. Certificates of attendance are useful for obtaining CE credits from professional associations. Each association's guidelines for accepting CE credit hours (in-person or virtual) may differ. Please consult the appropriate association representative for information on if, and how many, CE credits from this PRIM&R webinar may be used.

CIP®

Participants holding the Certified IRB Professional (CIP®) credential may apply 1.5 continuing education credits towards CIP recertification. Please refer to the CIP® recertification guidelines for additional information.

Access to live content will be available for 90 days after the recording is made available. After 90 days, access to the content will be removed, but users will retain access to any certificates of attendance earned. To earn a certificate, one must complete all required sections and complete the certificate section within the 90-day access period.
